Where do you get these from at a good price? Are they Peavey specific? Or a generic item?

tube covers require a tube socket that is actually made
to use a tube cover.
the socket has two little vertical ears on it usually
-or- it can have a sort of 'Bayonet' mounting just
above the tube socket that the Bayonet mounting tube
shield would get mated to.
Can you use a tube cover (obviously for shielding
purposes) with any tube socket ? SURE ! BUT !!!
You will need a wire soldered to the tube
shield that goes to GROUND on the chassis...
and a very short wire i might add.
NOTE: Without the wire soldered to the tube shield
going to chassis ground... you would simply
have a covered tube... that would do NOTHING
for you electrically. It would NOT shield.
That would be stupid.

however you must make a good connection
from the foil to Earth or Chassis Ground with
that Al foil somehow... but it would work.
Leave the top of the tube clear to vent a
little heat.

From that pic,looks like you'll need the bottom part of the tube sheild as well.Those are board mounted tube sockets.Looks like the VK same set-up.So Pv should have the 2 parts.The base part of the shield should screw onto the chasis,and the sheild will bayonet mount onto the base.Not the same type/height as for old style chasis mounted tube sockets.

If your preamp tube sockets looked like this :
Then the tube shield would actually "shield" in an electronic sense.
If they look like this:
Then they are mounted to the PC board itself.
It IS still possible for the tube shields to "shield" to ground if the hole in the chassis is meant to hold the tube shield in place and lets the tube shield connect to ground.
Some amps need them to keep tubes solidly in their sockets and quiet microphonics.
More often, they work better without them at all.
If you need to know about your particular amp, call Peavey parts for an answer.

around a tube... meaning: SHIELDED.

Interesting. I have two friends with JSX's from the same year and they have the covers. I will look at them next time I can. Wonder why mine doesn't have them.

Previous owner took them off for one of three reason's.
#1 to look different.
#2 to do a mod to the powerboard.
#3 they tried to change tubes and thought that you take those off to do it.
