vypyr VIP-2 dead making heartbeat sound?

I just bought a VIP-2 at an auction...when I plug in and turn on...no lights on the front come on...but it makes a heartbeat sound. volume has no affect on sound level.

Any ideas? Fuse is good. is it dead :( ?
