Hey Chris! As a very non technical guy (at least when it comes to electronics), I would first clean all the pots with contact cleaner, then I would clean the input jack and the efx loop jacks. The loop can cause problems even if you don't use it.
Next I would change tubes. You've got a new set on the way so even if that's not the cause you have a spare set now.
Then my next step would be take it to a tech.

That sounds like classic thermal noise. Common components that make thermal noise are tubes and carbon resistors. Other components can, but that's pretty rare. Sometimes a cold solder joint will sound like that, but a good whack up the side of the cabinet should affect the noise way more of a broken / cold solder joint a lot more.
If I was you and had spare tubes I'd have swapped them out to check by now. If you don't have any spares I'd suggest picking up at least the minimum of one of each type.

Isolate the problem. Turn all controls to zero, not just the volumes, kill the EQ and reverb controls too. Still there?
Plug a guitar into the FX return jack, dial the guitar volume to zero. Still noise or not? If noise still, the power amp has hte problem, if quiet now, then preamp is suspect.
So run a cord from FX send jack to some other amp and speaker. Does the noise come out the other amp now? If so, the preamp is causing it.
In the preamp, do any of the controls affect the sound in ANY way? Does switching channels have any effect?
In the power amp, pull the small tube next to the four large tubes. Did that stop the noise?
