Ipr2 situation

I bought an ipr2 7500 dsp to have as a spare while I was juggling some other amps in my rigs around. I gave it a test run when I got it, then boxed it up and never needed to use it. Verified it all worked a couple weeks ago, boxed it up and sold it.

Guy who bought it says when it's plugged in, a blue light illuminates but when he pushes the power button it clicks and does not come on. Is this how the amp behaves when the circuit breaker on the chassis needs to be reset? Any other thoughts?

I haven't used these at all and just want to give best advice to the buyer, or get it back and send it in for warranty I guess if necessary.
